KDSP II Baseline Survey.
The implementation of the World Bank’s Kenya Devolution Support Program (KDSP II) has been on course in Nyeri County since its inception in March of this year, with a baseline data collection session held today that will guide in formulating annual targets for the county for the next four years.
A robust team from the State Department of Devolution led by Peter Akwala who is the KRA 1 focal person engaged with the county officers (mostly County Program Implementation Unit) involved in the KDSP II implementation.
Earlier, the team had paid a courtesy call to the Office of the Deputy Governor H.E David Kinaniri and held fruitful deliberations on Nyeri’s trajectory on matters KDSP, noting that this is one of the inaugural major programs under devolution and as such, there is a need for the vision, goals and objectives of devolution to be attained through it.
While poring through the parameters captured in the three Key Results Areas (KRAs), the teams deliberated on the gains so far and earmarked the areas for enhancement. The three KRAs are; Sustainable Financing and Expenditure Management, Intergovernmental Coordination, Institutional Performance, and Human Resource Management, and Oversight, Participation, and Accountability.
As a county, we have an immense passion for the Kenya Devolution Support Program due to the benefits derived from KDSP 1. We benefited from investment grants which enabled us to construct a 175-bed level 4 hospital in Narumoru. In the Annual Capacity Assessment of FY 2018/2019, we were declared number 2 overall and received Ksh. 229.7 million from the investment grant and the following FY 2019/2020 declared number 1 jointly with three other counties and received Ksh. 184.7 million. As such, the passion Nyeri County attaches to the Kenya Devolution Support Program cannot be overemphasized.
