Launch and Commissioning of County Integrated Performance Management System

REMARKS BY H.E. GOVERNOR MUTAHI KAHIGA DURING THE COMMISSIONING OF THE COUNTY INTEGRATED PERFORMANCE MANAGEMENT SYSTEM AT GREEN HILLS ON 20th JULY 2018.

Good Morning,
Ladies and Gentlemen,
We have just finished the first financial year of implementation of our programs since the last election. It is therefore a crucial time to reflect on how we have performed in delivering our promises to the people of Nyeri. Our reflections should inform the actions we take in this financial year and energize us towards greater achievements. From my numerous interactions with staff and the people of Nyeri, I have received very resourceful feedback that will positively inform the decisions that we make in future. We indeed acknowledge that citizen feedback is the greatest tool for measuring our county government’s performance.
Our systems of managing performance are therefore anchored on the premise that they support my government’s overarching goal of delivering economic growth in a transparent and accountable fashion to the people of Nyeri. Since we were elected into office, we have progressively built our capacity towards this end. Firstly, through unpacking our promises in a detailed county integrated development plan that embeds a select number performance indicators and targets to be monitored across sectors. Secondly, by introducing regular reporting by departments on implementation of programs and projects. Thirdly, through rolling out of performance contracting system and, finally through the establishment of an integrated performance management that we commission today. I am glad to note that we are currently carrying out performance evaluations for the just ended financial year.
The county integrated performance management system is geared at ensuring that the county’s improves the culture of performance in service delivery through enhancing staff accountability, strengthening the county government’s capacity in close monitoring of projects for efficiency and effectiveness. The implementation of this system will complement the already existing systems of performance management. It furthers our commitment to comply with the requirements of the County Government Act 2012 with regards to establishment of a system of managing performance. We are implementing the system in a phased approach, beginning with performance contracting process up to the directorate level and the project management components. Later in the year, the staff appraisal module will be implemented.
My expectation is that this system will support the development of this year’s performance contracts and the monitoring of the county programs and projects. I therefore direct that departments work closely with the Service Delivery Unit to ensure that all the information necessary to make this achievable, is fed into the system over the next 15 days. All performance contracts should be signed by 15th August 2018 and all projects that we are implementing this year populated with clear milestones, indicators and targets. This is the system from which we will be generating our key reports on performance!
Towards ensuring that the system is rolled to all our staff over the next one year, we will fast track the necessary sensitization awareness and training. Alongside this program, I will be introducing a program for rewarding top performing teams and individuals for service excellence.
As I conclude, I wish to thank Prestige Management Solutions team for the support in this noble project and do request them to fully support the lined up post commissioning activities for the next six months. I hope that we will be able to add a citizen complaints and complements module in the system as our ultimate driver is citizen satisfaction.

I now officially commission the County Integrated Performance Management System.
