Strategic Objectives

The strategic objectives of this sector are to;

  1. Ensure effective and efficient departmental administration, policy development and implementation
  2. Provide quality Early Childhood Development and Education (ECDE) through the provision of a conducive learning environment
  3. Equip trainees of the Vocational Education and Training (VET) Centers with market driven skills and attitudes.
  4. Improve access to education, retention, and completion of the full learning cycle.
  5. Provide strategic direction and policy on matters relating to devolution in the County.

The Mandate of the Department is as follows:
i. Coordinate and manage Pre-primary Education.

ii. Promote Vocational Education and Training.

ii. Assist students from financially needy backgrounds to pursue their studies.

iv. Provide strategic direction and policy on matters relating to devolution in the county.

v. Coordinate implementation of Kenya Devolution Support Programme II (KDSP II).

Education and Training Directorate

Youth training and Vocational Training Centers(VTCs) are institutions that offer training in vocational, entrepreneurial, ICT and life skills for employability. The training targets primary school graduates and form four graduates and it provides education and training pathways for attaining lifelong learning through the Technical and Vocational Education and Training. Youths are encouraged to enroll in these institutions to acquire the necessary skills.

Elimu Fund- The   department commits to ensure enhanced retention and completion of needy students in learning institutions by granting bursary to 15,500 beneficiaries.

 Mission: Empower the youth with appropriate and adequate skills knowledge and attitude to realize full potential for individual and national development. 

Core Mandate

Improve service delivery in ECDE- The department commits to-

  1. Provide 650 chairs and tables for ECDE teachers 
  2. Provide 10,000 exercise books to ECDE pupils. 
  3. Carry out infrastructural development works in VTC and ECDE sectors.

Improve service delivery in VTCs: – The department commits to:

  1. Train 500 youth on technical and vocational skills.
  2. Provide 200 trainees with startup kits to engage in income generating activities.

Services offered

  1. Training in entrepreneurship life and leadership skills.
  2.  Training in vocational and technical skills.
  3. Registration of youth polytechnics
  4. Handle customers promptly, courteously and ensure professionalism.
  5. Disseminate accurate and reliable information on timely basis.
  6. Payment of merchants.
  7. Procurement of goods and services.
  8. Report on work plans, procurement plans, and performance contract.

Devolution Directorate

Vision: A dynamic multi-skilled youth adding value to self and society.

Mission: Empower the youth with appropriate and adequate skills knowledge and attitude to realize full potential for individual and national development.

Functions:

  1. All matters relating to promotion, development and accreditation of pre-primary education, village polytechnics, home craft centers, childcare facilities and vocational training.
  2. Provide strategic and policy direction for matters related to devolution
  3. Creating awareness on devolution and governance
  4. Coordination of Kenya Devolution Support Programme functions.

The Second Kenya Devolution Support Program (KDSP II) aims to strengthen county performance in financing, management, coordination, and accountability for resources. The program is supported by a proposed credit of EUR 140.7 million (US$150 million equivalent) from the International Development Association (IDA).

Key Objectives

The program focuses on enhancing county revenue mobilization, improving expenditure management, and strengthening intergovernmental coordination. It also aims to improve institutional performance and human resource management at the county level.

Implementation and Financing

The program will be implemented by the State Department for Devolution and involves multiple stakeholders, including national and county governments. The total program cost is US$671 million, with US$150 million financed by the IDA and the remaining US$521 million by the Kenyan government.

Risks and Compliance

The program identifies substantial risks in areas such as political and governance, macroeconomic stability, and institutional capacity. It complies with various environmental and social standards to mitigate potential impacts.
