Department of Lands, Physical Planning, Housing and Urban Development

The County Government recognizes that Departments hold a vital key in the implementation of County priority programmes and projects, other national priorities including the “Big Four” Initiatives and in line with this that the department of Lands, Housing, Physical Planning and Urban development was established in order to improve the quality of lives of the people of Nyeri County in matters relating to the mandate vested in the department.

The department is highly dedicated in provision of excellent services in matters falling under its mandate in order to; secure land tenure for public utilities, market centers and colonial villages, enhance affordable and sustainable housing, ensure controlled and sustainable land use and upgrade Geographical Information System (GIS) data-based system.

Functional human settlements that support economic prosperity and sustainable optimal land use.

MISSION 

To promote efficient and optimal land use through physical planning, efficient land administration and sustainable use of land resource.

CORE MANDATES 

  1. Effective physical and land use planning strategies in order to promote sustainable rural and urban development.
  2. Promote and facilitate development of decent housing in sustainable environment.
  3. Provide efficient land and property management for effective county.
  4. Land documentation and land property valuation.
  5. Enhance security of land tenure through land surveying and mapping.
  6. Improvement and /or upgrading of roads within the municipality

Directorate of Physical Planning and Urban Development 

The directorate is headed by Director Plan. Beatrice Koech. 

Vision

To attain orderly and sustainable developments as a framework for provision of social, economic and physical infrastructure so as to improve livelihoods.

Mission

To ensure sustainable utilization of the County space by developing spatial framework, formulation of policies and implementation of the same.

Functions of directorate

  • Review of Development applications submitted 
  • Preparation of draft local physical and land use development plans
  • Development of county planning framework

Ongoing programmes. 

  • Preparation of 8 draft Local Physical and Land Use Development Plans for the following towns and local centres; Naromoru, Mukurwe-ini, Munungaini, wandubi, Ngandu, Ngorano, Ruthagati and Hubuini.

Directorate of Housing. 

The directorate is headed by Principal Housing Officer, Moses Muturi. 

The directorate of housing is mandated the administration of all county government residential estates.

Mission

To improve livelihoods of the people of Nyeri through facilitation of access to adequate housing in sustainable human settlements.

Functions of directorate

  • Administration of all county residential estates. 
  • Development of renewal and redevelopment strategies for dilapidated residential estates within the county. 
  • Training of youth groups on appropriate building material and technology. 

Ongoing programmes 

  • Training of 2 youth groups on appropriate building material and technology. 
  • Development of renewal and redevelopment strategy for dilapidated residential estates in Karatina, blue valley and Naromoru. 

Directorate of Survey.

This directorate is headed by director Daniel Mukiri LS (K)

Vision

Excellence land Management to drive the Social Economic growth for the people of Nyeri County

Mission

To provide efficient land administration practices to improve the livelihood of the people of Nyeri County.

Functions of the directorate

    • Survey band registration of colonial villages
    • Undertaking topographical survey for following market centers within the county.
    • Opening up of encroached access roads
    • Resolution of boundary disputes. 
    • Survey of public utilities. 

Ongoing Programmes

  • Survey and registration of the 15 colonial villages; Githiru, warazojet, Uasonyiro, Chieni, Karundu, njigari, Kihome, Gikoe, Gakanga, Chania, witima, kiamwangi, Kiandere,Ngaini, Thunguma. 
  • Undertake 13 topographical survey for the following market centers (Munungaini, wandubi, Ngandu,Ngorano,Ruthagati,Giathenge,Waihara,Gakindu,Muirungi, Kabebero, Hubuini, Mutonga and Mutathini). 
  1. Preparation of 8 draft Local Physical and Land Use Development Plans for the following towns and local centres; Naromoru, Mukurwe-ini, Munungaini, wandubi, Ngandu, Ngorano, Ruthagati and Hubuini.

  6. Construction and maintenance of 20 roads in five wards within the municipalities.
  7. Collect and dispose 100% of all solid waste generated within the municipality.
